Government Shutdown Information and Resources

Bottom Line: Soldiers will keep working. Pay may be delayed, but resources (AER + 0% bank loans) are in place to bridge the gap until back pay arrives.

Official Guidance

  • Active duty Soldiers (including mobilized RC) continue to report for duty.

  • Pay is obligated but may not be disbursed until appropriations resume (per Anti-Deficiency Act).

  • Death gratuities remain payable under special statutory authority.

  • Soldiers will receive back pay once funding is restored.

Army Emergency Relief (AER) – Online AER Application for Financial Assistance

AER’s support during the lapse of appropriations for Active-Duty Soldiers will consist of an interest free loan up to the amount of the SM’s mid-month net pay based on the most recent LES.

The availability of the “Government Shutdown Relief Loan” is pending until it is confirmed on 15 October,  that the military did not receive pay. However, the SM can apply now, online ONLY. Funds will be disbursed on the 15 OCT.  If a SM applied prior to 8 Oct 25, it must be resubmitted. 

The terms of the Government Shutdown Relief Loan are as follows:

·       ALL Government Shutdown Relief Loans will be processed online only.

·       To apply for AER assistance, SM’s must create a profile on https://www.armyemergencyrelief.org/.  Attachment with instructions included.

·       All applications MUST be submitted online at https://www.armyemergencyrelief.org/ OR https://aerprod.powerappsportals.us/

·       THIS IS A LOAN ONLY.  There will be no grants for Government Shutdown Relief.

·       Repayment terms: Loan will be repaid in full in one payment once pay is restored.

·       All applications require command concurrence through a signature from CDR or 1SG.  Assumption of Command / Assumption of Responsibility documentation is required if acting.  Concurrence will be through ARMS (AER) generated email.

·       Documents required: ID card, LES, bank validation, orders (AGR/Title 10)

·       Funds disbursed by Direct Deposit ONLY

Eligibility:

·       Service Members pending separation are not eligible

·       ETS dates within 60 days are not eligible

 

- Interest-free loan up to one net paycheck (max $6,000) if pay is missed.

- Repayment begins after back pay is received.

Bank & Credit Union Programs

- USAA: 0% interest loan up to one net paycheck (max $6,000); must have government direct deposit.

- Navy Federal Credit Union: 0% APR advance; auto-repays once pay resumes.

- PenFed / Andrews Federal Credit Union: Shutdown relief loans, skip-a-payment programs, penalty-free withdrawals.

Immediate Actions for Soldiers / Leaders:

1. Check LES & direct deposit: Know your net pay to calculate eligibility.

2. Apply early with AER (via ACS or online).

3. Contact your bank/credit union for 0% paycheck advance programs.

4. Document financial hardship through chain of command if additional command support is needed.

AER will only process government shutdown-related applications after official confirmation that Soldiers will miss pay. Until then:

        •       Do not initiate shutdown applications.
        •       Continue routine AER requests for:
        •       Emergency travel
        •       Rent, lodging, food
        •       Vehicle costs, utilities
        •       Funeral expenses
        •       Childcare, PCS expenses
        •       And other approved categories

Federal Employee Education & Assistance Fund (FEEA)

  • The Emergency Hardship Loan program does not cover pay loss during a government shutdown.
  • The Shutdown Grant application will only become available should a shutdown persists beyond the point that federal employees miss all or part of a paycheck.

        •       Remain open per Commander guidance.
        •       Families will pay for services after the CR or budget passes.
        •       No late fees until 31 business days post-CR.

Family Child Care (FCC) & Community-Based Assistance
        •       No change in service or policy.

Youth Sports & Fitness/ Youth Programs
        •       Services will remain open and parents will be billed for the service but not required to pay until 30 days after CR. Standard CYS non-payment rules apply after 31 days.

AAFES PX & School Lunch Program

        •       Lunch accounts may go negative—no penalties until after back pay.
